An external technical advisory group was established in 2009 to ensure a thorough assessment of options is undertaken with extensive consultation forming an integral part of the process.

Don has had a distinguished career in the public service and is a former State Services Commissioner. Since 1997 he has been consulting in public sector management in New Zealand and overseas. Don is the Chair of the Technical Advisory Group for the Kāpiti Coast District Council's Water Supply Project.
Roland is a retired Civil Engineer. He was the Chief Engineer and chief Executive Officer of the Wellington Regional Water Board before becoming Manager of the Wellington Regional Council. He later worked for twelve and a half years as a commissioner to, what became, the Environment Court.
Robin has retired from GNS Science where he was the Manager of Research and the Natural Hazard Group from 1995 to 2008. Prior to that he was a consultant working nationally and internationally. In these roles he managed a range of earth science projects involving infrastructure.
Prue is an Adjunct Professor of Economics at Victoria University. Her expertise is in micro economics, cost benefit analysis, and labour economics.
