How rates are calculated

Rates are based on:

  • Land value – the rateable land value determined on the common date of August 2014.
  • Capital value – the rateable capital value determined on the common date of August 2014.

Rating Categories

The Kāpiti Coast District Council has two principle rating types:

  • Districtwide
  • Targeted Rates

Activities or Groups of Activities that are funded by Council Rates

Districtwide Rate

The Districtwide General Expenses including democratic services, general insurane, emergency management, public toilets and cemeteries, social well being, environmental sustainability, districtwide coastal protection of the Council's infrastructure and Districtwide strategic flood protection and public contribution towards the following regulatory services which are not met by user charges: Resource consents, building consents, development management, environmental health, liquor licensing, hazardous substances environmental monitoring and animal control.

  • Districtwide Roading
    These rates fund all roading expenditure except for historic debt servicing costs.

Targeted Rates

  • Roading
    These rates fund all roading expenditure except for historic debt servicing costs.
  • Community Facility Charge
    This rate funds the Libraries, Parks and Reserves, Swimming Pools, Halls and Community Centres in the District.
  • Community Rate
    These rates fund the local Community Board/Ward Committee expenses and the historic debt servicing costs of roading, stormwater and coastal protection where applicable.
  • Wastewater Disposal Rate
    This rate funds the maintenance, depreciation and debt servicing costs of wastewater treatment plants and reticulation systems in Paraparaumu/Raumati, Waikanae and Ōtaki.
  • Hautere Te Horo Water
    This rate funds the maintenance and depreciation costs of headworks and reticulation system of the Hautere Te Horo water supply, and is funded by those rating units connected to the Hautere Te Horo Water Supply.
  • Stormwater Rate
    This rate funds the maintenance, depreciation and debt servicing costs of the stormwater systems in the Paekākāriki, Paraparaumu/Raumati, Waikanae and Ōtaki stormwater drainage areas.
  • Paekākāriki Community Services Charge
    This rate is to fund the St Peters Hall upgrade.
  • Ōtaki Community Services Charge
    This rate is to fund community initiatives of significance to the Ōtaki community such as the Grants to the Ōtaki Heritage Bank Preservation Trust to assist with funding of the museum activities in the old Ōtaki Service Centre and also to increase Community Board Grants.
  • Water Conservation Device Loan Rate
    This rate is to fund the interest free loan to individual properties for approved water
