Enrol
Enrolments are facilitated by the Electoral Commission. To be on the published roll, you have until 1 August to register online or using mail-in forms.
Forms can be picked up from some NZ Post outlets or can be ordered through the Electoral Commission’s toll-free number 0800 36 76 56. Forms are also available at our service centres and district libraries.
Any enrolment option requires the voter to have a form of ID (either passport or driver’s licence) or a New Zealand Government RealMe account.
Once you're enrolled, you'll be able to vote for your preferred candidates, and participate in the Māori ward poll which will determine if the ward remains in place for the 2028 and 2031 local government elections.
To be on the published roll, you have until 1 August to enrol to vote. If you're not enrolled by 1 August, you can still vote, but you need to apply for a special vote. Complete your special vote papers at Council's offices in Rimu Road from 9 September.
Check your enrolment
If you’ve voted in a general election, you should be enrolled to vote already.
You can check online by looking through the Preliminary Residential and Ratepayer Electoral Rolls. This will be available from Friday 4 July at our service centres and Paraparaumu, Waikanae and Ōtaki Libraries.
You can change rolls (that is between the General and Māori rolls if you're eligible) up until three months before the election.
Not enrolled by 1 August
Not enrolled by 1 August? You can still vote, but you need to enrol and apply for a special vote.
Special votes are for people who:
- did not receive their voting forms in the post
- lost or damaged their voting forms
- enrolled after 1 August 2025
- are on the unpublished roll
- are unable to post their vote in time to be counted.
To cast a special vote, visit an electoral official at our Council offices in Rimu Road from 9 September, or call us and request a special voting pack.
The form can be completed on the spot or taken away and returned to us.
Don't live in Kāpiti, but pay rates
If you pay rates on a property in the Kāpiti Coast District but live outside the area (non-resident ratepayer electors) you can vote by completing the Enrolment Form for Ratepayer Electors [PDF 189 KB] with your new or updated information.
Return your completed form:
- in person, to Kāpiti Coast District Council, 175 Rimu Road, Paraparaumu
- by post, to The Electoral Officer, Kāpiti Coast District Council, Private Bag 60601, Paraparaumu
- by email to [email protected].
Election Services also offers an online portal for enrolment, at www.ratepayer.co.nz.
Wards
Everybody on the general electoral roll will vote in their general ward instead of the Māori ward. If you are on the general electoral roll you will be able to vote for:
- 1 districtwide mayor
- 2 districtwide councillors
- Your ward councillor/s
- 4 community board members in the area you live in
- 1 Greater Wellington Regional Council representative
Everybody on the Māori electoral roll will vote in the Māori ward instead of a general ward. If you are on the Māori electoral roll you will be able to vote for:
- 1 districtwide mayor
- 2 districtwide councillors
- 1 Māori ward councillors
- 4 community board members in the area you live in
- 1 Greater Wellington Regional Council representative
NOTE: We have recently undertaken a representation review and the above Council structure is awaiting confirmation from the Local Government Commission (expected 10 April 2025).
