Payments (online and others)
How you can make payments to Council, through direct debit, internet banking, automatic payments and through our service portals. Some services have different payment options, which are explained below.
Council no longer accepts cheques. If you are visiting our service centres to make a payment we encourage you to use EFTPOS. We will accept cash, but prefer EFTPOS transactions.
Direct debit
You can arrange to pay your property and water rates by direct debit. Any changes to amounts owing will be adjusted automatically on written notification (you don't need to visit the bank).

If you sell your property and purchase a new one, you must complete a new direct debit authority. This is not automatically transferred to your new property.
If you wish to cancel your direct debit authority, you can:
- click the blue button to use our online form
- advise us in writing using our Direct Debit Cancellation Form [PDF 77 KB] for property and water rates
- email [email protected].
Please don't cancel the authority at your bank. This cancels all existing or new authorities to the Kāpiti Coast District Council.
Internet banking, automatic payments, or telephone banking
You can set up an automatic payment or payment via internet or telephone banking at the frequency or one-off payment that suits you. However if there's still money owing when you receive your invoice, you need to pay the balance. This can be done for Property and Water rates, or for services like LIM reports, building consents and for parking infringements.
To set up an automatic payment or payment via internet or telephone banking:
- Identify 'Kāpiti Coast District Council' as the biller, or enter our bank account number 03-0732-0306101-00.
- Select the biller name 'Kāpiti Coast District Council – Other’.
Note: If you see more than one biller, select the one that you are paying eg, 'Kāpiti Coast District Council – Dog Registration’ or 'Kāpiti Coast District Council Water Rates'. - Take the appropriate action for the payment you want to make.
If you want to pay... then... water rates - in the Reference field, specify your account number (the six-digit number shown in the Summary section on your Water Charges tax invoice/statement, eg, WOxxxxxx)
- set the frequency of the payments (ie, weekly, fortnightly, or monthly).
Note: You'll need to set up separate payments for each water account you're paying.
property rates - specify your valuation number
(10-digit number below your name and address on your quarterly combined Rates Invoice/Credit Note, or in the Rates Property Search - add a reference/account number when prompted
- set the frequency of the payments (ie, weekly, fortnightly, or monthly).
Note: You'll need to set up separate payments for each valuation number you're paying.
other invoices
(eg, LIM, building consent, parking infringement)type your:
- name in the Particulars field (eg, Ian Smith)
- invoice reference number in the Code field (eg, BC011102)
- reason for payment in the Reference field (eg, LIM, building consent, parking infringement).
Credit card
You can pay property and water rates online with Visa or MasterCard card. See below for the information you'll need to pay this way:

Allow processing time
Allow time before your instalment due date for processing the transaction. Transactions made after 8pm Aotearoa New Zealand will be processed on the following business day.
Terms and conditions
By paying online you accept and agree to be bound by the Online payment Terms and Conditions.
Service account portal
We’ve launched an online portal that will soon allow you to make all your Council transactions, and keep all your records, in one secure place.
We’re taking a staged approach to rolling out the portal, but as part of this year’s annual dog registration process, owners already registered with the Council can use it now to set up an account and make dog registration payments. Note that our service account portal is currently only available for dog registrations.
At this stage, we can only process registrations for customers whose dog owner details we already have in our system. More services will become available through the portal in the coming months, including the ability for new owners to register their dogs.
Note you'll need your registration form and either a debit or credit card to do this; read our Online payment Terms and Conditions before proceeding with this service.
In person
You can pay in person with EFTPOS or cash at our service centres, or your local PostShop (water and property rates) or Westpac Bank branch (property rates only).
For your water rates, the PostShop will need the original bar-coded Water Charges tax invoice to process your payment.
Paying rates in full
Ratepayers can pay their full year's property rates in one lump sum. The amount due for this option is on your invoice as the balance to 30 June (includes any outstanding rates and penalties).
A 10 percent penalty will be added to the portion of an instalment that remains unpaid after the due date for the relevant instalment.
Terms of Trade for our customers (accounts receivables)
Payments of Kāpiti Coast District Council invoices must be made in accordance with the instructions on the invoice and if not so specified, by the 20th of the month following the date of the invoice, unless otherwise agreed by Kāpiti Coast District Council in writing.
If payment is not received by the due date the customer will be liable for all costs and expenses incurred in collection of any overdue amount.
By accepting goods, services or credit from the Kāpiti Coast District Council, the customer has agreed to be bound by Kāpiti Coast District Council Terms of Trade [PDF 145 KB].
