Insertion of housing bottom lines
The Operative Kapiti Coast District Plan 2021 (District Plan) was amended on 19 July 2022 to incorporate the ‘housing bottom lines’ as District Objective DO-O19. An update was made on 1 December 2023 to reflect the 2023 housing bottom lines and make other consequential changes to associated chapters within the District Plan.
This change is required by the National Policy Statement on Urban Development 2020 (NPS-UD). The housing bottom lines represent the additional housing development capacity to be enabled by the District Plan over the short-medium (2021–31) and long term (2031–51).
The NPS-UD requires the housing bottom lines to be inserted into the District Plan as soon as practicable after a Housing and Business Development Capacity Assessment (HBA) is made publicly available, without following a public consultation process.
The housing bottom lines are drawn from the 2023 Wairarapa–Wellington–Horowhenua Region’s Housing and Business Development Capacity Assessment.
