Removal of minimum car parking standards
The Operative Kapiti Coast District Plan 2021 was amended on 17 February 2022 to remove all previous minimum car parking rate requirements for activities and developments across the district.
This change is being made in response to the National Policy Statement on Urban Development (commonly referred to as NPS-UD). The NPS-UD directs councils to amend their district plans to remove any requirement for minimum car parks to be provided, other than in respect of accessible car parks. These amendments must be made no later than 20 February 2022 and without the need for a public consultation process.
Unfortunately, this mandatory central government direction has the unintended consequence of altering the accessible car parking and cycle parking requirements in our District Plan too. To address this issue, Council has proposed two plan changes to ensure adequate provision continues to be made for accessible car parking (called Plan Change 1A) and cycle parking (called Plan Change 1C).
