We’re shaping a vision for Kāpiti that will reflect our shared aspirations for our district to 2060 and beyond. We're asking our community what matters most and what changes they want to see, so we can make sure Kāpiti grows in a way that is sustainable and supports our place, people, and partnerships to thrive. 

Stage one

In 2024, we worked with our communities to shape a clear, districtwide vision to help guide Council planning, decision-making, programmes, services, and advocacy for decades to come. This aligned with councillors' priorities for driving affordable, focused strategic change.


The vision reflects our communities’ needs and aspirations for 2060 and beyond. It will help drive changes to ensure our district grows, develops, and becomes the place we all want it to be. Shaping this vision was the first step in a three-stage process over three years.


During 2024, we engaged with our communities to understand what matters most and what changes people want to see. Through conversations, events, and drop-in sessions, we gathered insights to ensure Kāpiti grows in a way that is sustainable and supports our place, people, and partnerships to thrive.

A districtwide vision

Your feedback will shape the districtwide vision that reflects the needs and aspirations of our community. Vision Kāpiti, alongside an accompanying ‘blueprint for change’, will guide our planning over the coming decades. We want to be ready to face the coming challenges and make Kāpiti an even better place to be.

A vision for your local community

At the same time as this districtwide engagement, the district’s five community boards have been asking their communities what matters most so they can shape their local visions. These will help guide decision making and feed into the districtwide vision. 


The local feedback is now available in a summary report and some of the key themes have been presented in a pictographic map. Our consultations are now closed for analysis so we can incorporate your feedback into our final visions.    

How we achieve our vision for Kāpiti

We’re working with our communities to shape a clear, districtwide vision to help guide Council planning, decision making, programmes, services, and advocacy for decades to come.


The vision will reflect our communities needs and aspirations to 2060 and beyond. It will help drive changes that will ensure our district grows, develops and becomes the place we all want it to be. Shaping our vision is the first step in a three-stage process.


Stage one

Over the past year we have asked our community what matters most on a range of topics so we can create a vision that truly reflects what is important to the people who call Kāpiti home. It will show our district’s future in a way that is easy to understand and appreciate, so everyone can see what we are collectively working to achieve. Once developed, our community will be able to explore Vision Kāpiti through an interactive website that will identify and explain the key themes that have emerged through this process.


Stage two

The next stage will be a complex process that will consider our primary needs, the changes we want to see, as well as the challenges we face and the constraints we have to work within. This will involve working through a process with our partners, stakeholders and community to help determine our priorities over the short, medium and long term.


Stage three

The ‘blueprint for change’ is the last stage. The blueprint for action will map out the necessary steps we need to take in order to reach our vision. This blueprint will inform our next  long-term plan (2027 – 37). Our long-term plans set our direction, the activities and priorities we will deliver on, our financial and infrastructure strategies, and our budget over a 10-year timeframe, with a detailed focus on the first three years. We are required to develop and adopt a new long-term plan every three years.


We’ll continue to monitor our progress, and report on our performance measures as part of our annual reporting cycle. This will allow our community to track what progress are making over time.
