Ōtaki to North Levin
The Ōtaki to north of Levin new highway and shared user pathway project is the northernmost section of the Wellington Northern Corridor. It will improve the safety and resilience of the transport network connecting Ōtaki and Levin, and the wider region.
The project is being delivered by Waka Kotahi, working closely with iwi partners Muaūpoko Tribal Authority and local hapū of Ngāti Raukawa, as well as landowners, community groups, key stakeholders and local authorities.
Construction is estimated to begin in 2025 and take approximately five years to complete.
Project status
In December 2021, Waka Kotahi announced the preferred alignment of the new highway followed by preliminary concept designs for public for feedback in May 2022.
The project reached a key milestone in November 2022 when Waka Kotahi lodged, under the Resource Management Act 1991, Notices of Requirement and applications for resource consents with Horizons and Greater Wellington Regional councils and Horowhenua and Kāpiti Coast District councils.
On lodgement, Waka Kotahi requested that the Notice of Requirement be publicly notified and that the matter be referred directly to the Environment Court for a decision. People and groups will be able to lodge submissions once the application is formally notified, which is likely to be early next year.
If approved, these applications reflect the key environmental approvals required for the project to be built.
Submissions now open
We’re working together to jointly notify the proposals for public submissions, with Horizons Regional Council taking the lead on managing the submissions process.
For more information, including application material and how to make a submission, see Horizons' Publicly Notified Consents – Waka Kotahi New Zealand Transport Agency.
Submissions close on 28 February 2023.
