Prepare for a resource consent project
To prepare for a resource consent, the property owner and their agent (for example, the designer, planner, architect) talk to people, clarify their ideas and research their process.
Steps
When you're thinking about starting a resource consent project these are the steps you'll need to follow:
If your plans could affect your neighbours, you should discuss your plans with them as early as possible. In some cases it might be enough for your neighbour to complete our Resource consent written approval form (Form 8A) [DOCX 384 KB].
1. Owner engages designer to design the build, and investigate if a building consent may be needed.

2. Agent applies for project information memorandum (PIM)
3. Council collates and provides PIM
4. Agent uses PIM to determine any special features or requirements
5. Owner appoints agent to get resource consent
6. Agent arranges engineering assessments and associated output
7. Designer collates all plans, details and specifications,
8 Agent arranges pre-application meeting with Council
9. Agent has pre-application meeting with Council to discuss consent application
10. Designer completes design of the build
11. Designer supplies plans and documentation to Agent/Owner.
Arrange pre-application meeting
To arrange a pre-application meeting, complete the pre-application meeting request form [DOCX 57 KB] and either:
- email it to us
- drop it to our Paraparaumu service centre during business hours.
We can only respond to the information you give us before the meeting, so the form lists the documentation we need from you before the meeting. The more details you can give us, the better we’re able to make sure the right people are in the room.
Remember, a meeting does not guarantee your resource consent application will be approved.
Council staff record what we discuss with you during the pre-application meeting, and we’ll send you a copy of those minutes.
Seawall pre-application meeting
You’ll need to bring along:
- any documentation you have,
- photographs of the location of the intended seawall.
It’s also helpful if your design professional and/or contractor attends the meeting.
Hold pre-application meeting
Our pre-application meetings help you make informed decisions when applying for a resource consent. These help with open communication between you and Council staff, and can make your process simpler and faster, and save you money.
Providing us information about what you’re thinking of doing means we can pull the appropriate subject matter experts from across our team to hold a pre-application meeting with you. In this meeting we’ll talk in more detail about your plans, and give you advice about the resource consent process and the information your application should contain.
A pre-application meeting means you can talk about your project in detail, and lets you ask Council staff questions at no charge before you submit your consent application. This can save you time and money later. If your project is complex, like a large development or multi-unit housing, a pre-application meeting can be very helpful.
Smaller projects (for example where you might want to subdivide your section to build another house on it) might need only an over-the-counter visit with our duty planner. To speak to a duty planner, call or email us to make an appointment.
