Traffic management plans (TMPs)
Some events or activities in the road, like street parades, cycle races, running or walking events, don't require a Corridor Access Request (CAR) and a Work Access Permit (WAP), but will still require a Traffic Management Plan (TMP).
Submitting a TMP
TMPs can only be completed by a Site Traffic Management Supervisor (STMS) with a current NZTA-approved qualification and must be in accordance with NZTA's Code of practice for temporary traffic management (CoPTTM).
Timeframes
If:
- a road closure is required – a TMP is to be submitted to us 60 working days before the event/activity
- no closure is required and the event/works are short term or mobile – TMPs must be submitted a minimum of five working days prior to the start of the event/works
- no closure is required, and the event/works are long-term – TMPs must be submitted a minimum of 10 working days before the start of the event/works.
Full or short form plans
Criteria for the use of the 'full' or 'short' form TMP are as follows:
Short form
This should only be used for simple activities where work is not in a live traffic lane e.g.
- vehicle crossing construction
- footpath construction
- work on the shoulder or grass verge only
- inspections

Work access permits (WAPs)
Before undertaking work in the legal road you must make a Corridor Access Request (CAR) – (formerly a Road Opening Notice – RON) and receive a Works Access Permit (WAP) from the Council. Some examples of activities requiring a permit are:
- trenching works
- footpaths and entranceway
- work within the berm or shoulder of the road
- tree work, scaffolding and crane work.
Submit your application through the "Before U Dig" website to check for locations of any underground services. This is a web based service that you or your contractor use to get plans and information emailed out to you. This also provides the mechanism for you to make a Corridor Access Request and provide us with a Traffic Management Plan to protect your site, contractors, and the public during operations. There are other events or activities in the road that don't require a CAR and WAP but still require a Traffic Management Plan (TMP) this includes:
- any work on Road Reserve
- street parades
- cycle races
- running or walking events
- any other event which will seriously impact on the road network.
