Trading in public places
In most situations, you need a Council trading licence if you want to sell something in a public place for private gain. Public places include footpaths, streets, parks and beaches.
Council policy
The rules for trading in public places are set out in the Trading in Public Places Policy 2017.
Where you can trade
Private property
Trading from private property is preferable, as long as you have permission from the property owner and there are no adverse safety or traffic impacts.
Public property
You can apply to trade on public land using the Trading in public place licence application form [DOCX 133 KB]. A processing fee will apply. A licence is usually issued for three years, and the processing fee will apply again at the time of renewal.
