Waste collection and operation
Waste professionals must be licensed by Council before starting operations, under legislation and local bylaws.

Waste collection
To become a waste collector in Kāpiti, organisations must hold a Waste Collector's licence from the Council.
To be considered for a Waste Collector's licence, complete the Waste Collector's Licence [PDF 425 KB] application form, and include information about:
- how your operation will contribute to the objectives of Council’s Waste Management Plan (waste minimisation: reduce, reuse, recycle, recover, treatment and disposal, in that order)
- methodology details, eg, frequency, location (areas) to be collected from, means of removal, transportation and disposal
- levels of training provided for collection staff
- number of vehicles, their registration numbers and types of vehicles, types of receptacles
- experience, reputation and track record in the waste industry
- past operational issues affecting performance
- certificate of public liability insurance.
You'll also need to pay an annual licence fee.
Waste operator
To operate a waste management facility Kāpiti, organisations must hold a Waste Operator's licence from the Council.
To be considered for a Waste Operator's licence, complete the Waste Operator's Licence [PDF 357 KB] application form, and include information about:
- how your operation will contribute to the objectives of Council’s Waste Management Plan (waste minimisation: reduce, reuse, recycle, recover, treatment and disposal, in that order)
- what treatment (if any) will be carried out on the waste at the Facility
- methodology details, eg, means of recycling, recovering, reusing, treatment and (if applicable) disposal
- levels of training provided facility staff
- experience, reputation and track record in the waste industry
- details of past operational issues affecting performance
- certificate of public liability insurance.
You'll also need to pay an annual licence fee.
