Stock
Stock includes horses, cattle, deer, donkeys, sheep, pigs, goats, alpaca and llama. There’s certainly a wonderful range of stock in Kāpiti!
Stock must not be allowed to wander, as they can cause a hazard, so it’s important grazing land is enclosed by a stock-proof fence. You can graze stock on public road frontage if you have written Council approval, in which case you must follow any conditions in the approval.
Council deals with wandering stock on our local roads & public places. If you see stock wandering on the state highway (expressway) please contact NZ Police or Te Waka Kotahi immediately – Council staff can’t respond to issues on these roads.
Stock wandering onto privately owned land is a matter to be resolved between land and animal owners. Refer to Impounding Act 1955 (part 5) for more information.

Goats and pigs
If you’re thinking of keeping goats or pigs on an urban property less than 2000 square metres, you’ll need to apply to Council for a licence first, using one of:

- application for licence to keep animals (other than bees or dogs) (online application).
You’ll also need a resource consent.
Shelter for pigs, pig swill or pig manure must be at least:
- 50 metres from buildings storing or selling food for human consumption
- 20 metres from a property boundary.
