Regional Infrastructure Fund
The Regional Infrastructure Fund (RIF) is a $1.2 billion fund from the Government to help regional Aotearoa New Zealand build stronger economies, create more jobs, and help communities thrive. Kānoa, part of the Ministry of Business, Innovation and Employment, manages the RIF.
Kāpiti is one of two districts in the Wellington region that can apply for this funding. This is a great opportunity to get more investment for our coast. We’re working with our iwi partners, businesses, the community, and other stakeholders to support local projects that will help Kāpiti grow.

Fund criteria
The RIF is a capital fund, mainly available through loans and equity investments, with some grants. Co-investment is a required element of the fund. The main focus areas are flood resilience and Māori economic development, with projects in two categories:
- enabling infrastructure: helping regions grow by being well-connected and productive
- resilience infrastructure: protecting against flood and weather events, ensuring water supply and energy security, supporting water and food security, or ensuring the resilience of infrastructure.
The growth opportunities for the Kāpiti Coast include:
- town centres
- resilient infrastructure
- housing
- applied technology
- food and beverage
- Māori economy
- creative and culture
- training and education
Applicants need to be New Zealand-based legal entities, including iwi, businesses, trusts and Council.

Webinar on the upcoming Kāpiti Growth Summit and Regional Infrastructure Fund (RIF) opportunity for Kāpiti - POSTPONED
We have received feedback that a number of people were unable to attend the webinar session scheduled for 12 February and we are working to confirm a new date.
The purpose of this webinar is to provide attendees an overview of the RIF as well as the upcoming Kāpiti Growth Summit, which ministers will be attending to learn more about opportunities in our district. We’ll also dive into the Kāpiti Growth Story and discuss some of the exciting opportunities ahead for our community.
This $1.2 billion fund is an incredible opportunity for Kāpiti businesses, iwi, and community organisations in Kāpiti to access essential funding for growth, infrastructure projects, and creating jobs.
Kapiti Growth Summit 2025
The Kāpiti Growth Summit is being hosted as part of the Regional Infrastructure Fund (RIF), a $1.2 billion Government initiative designed to boost New Zealand’s regional infrastructure, create jobs, and strengthen our resiliency. This will be a chance to share the Kāpiti Coast’s growth story with ministers, highlighting our successes, challenges, and future opportunities. The summit will help connect with local opportunities for funding and partnerships. Dates for the Kāpiti Growth Summit will be confirmed shortly.
